DOL “Persuader Rule” Seen as Victory for Organized Labor

In issuing a final rule that amends the 1959 Labor-Management Reporting Disclosure Act, the U.S. Department of Labor (DOL) has ruled that employers, lawyers and labor consultants must disclose to the department (and to a union) any arrangements that have been made that may result in persuading employees regarding union organizing or collective bargaining.
